Stale cron detection

Description
There is a bug in older versions of xen that when a VM is saved/restored, crond does not run properly. The process is active, but it doesn't work.
Since PIFIA relies on cron, we need to detect and fix this situation.
Right now PIFIA monitors puppet and restart it if needed, we should monitor cron from puppet, and restart it if needed
This way Puppet and PIFIA would monitor each other
